Melissa Kaplan is the Licensing and Permitting Team Lead at BSC Group, bringing extensive expertise in wetland science, endangered species assessments, habitat restoration, and complex multi-jurisdictional permitting throughout New England. She manages and leads BSC project teams across local, state, and federal permitting efforts for utility companies, renewable energy developers, transportation agencies, municipalities, and private developments. Melissa’s leadership and technical insight support projects from early feasibility through final agency approvals, streamlining permitting processes, reducing regulatory risk, and ensuring compliance while advancing project goals. Melissa holds a master’s degree in marine biology and is a Professional Wetland Scientist. She serves on the board of the Connecticut Power and Energy Society as Membership Committee Chair.
