
Franklin Regional Council of Governments Shelburne Falls, Turners Falls, and Northfield, MA
Rural Downtown District Management Study
BSC served as lead consultant to the Franklin Regional Council of Governments (FRCOG) on a study to develop a sustainable, replicable model for downtown district management in small, rural communities. The effort focused on three pilot communities — Shelburne Falls, Turners Falls, and Northfield Center — representing the economic, cultural, and geographic diversity of Franklin County.
Supported by subconsultants Cambridge Econometrics and Ann McFarland Burke, BSC conducted land use and market analysis, led stakeholder and public engagement, evaluated organizational models such as Business Improvement Districts and Cultural Districts, and developed a governance model with implementation phases, cost estimates, and a funding strategy.
The resulting model proposed a shared Downtown Coordinator role housed within an existing regional organization, paired with local steering committees so each community could tailor initiatives to its own priorities. Built through listening sessions, stakeholder interviews, and a regional steering committee over 2023–2024, the model reflects broad community consensus and is now advancing into implementation with funding from the Commonwealth’s Rural Development Fund.
