MassDOT Impaired Waters Program

BSC partnered with MassDOT to assess stormwater runoff impacting impaired waterbodies across Massachusetts and develop practical solutions to improve water quality while meeting EPA Municipal Separate Storm Sewer System (MS4) permit requirements. The team prepared 29 watershed assessment reports, evaluating pollutant loading using Total Maximum Daily Load (TMDL) analyses and MassDOT’s Impervious Cover Method to identify required stormwater reductions and prioritize improvement efforts.

Guided by these analyses, BSC designed stormwater Best Management Practices (BMPs) at 22 locations statewide, including infiltration basins, constructed wetlands, water quality swales, infiltration trenches, and leaching basins. Improvements were implemented along major interstate corridors and state highways throughout Massachusetts.

Services included hydraulic and drainage modeling, permitting, grading and drainage design, cost estimating, construction documents, and construction-phase support, delivering sustainable stormwater infrastructure that helps protect the Commonwealth’s waterways while advancing MassDOT’s long-term environmental compliance goals.
