Downtown Main Street (Route 9) Complete Streets & Intersection Improvements

The City of Northampton is transforming nearly one mile of its downtown Main Street corridor into a safer, more accessible, and more resilient complete streets corridor that better serves pedestrians, cyclists, businesses, and the community. The project includes reconstructed sidewalks and crosswalks, separated bicycle facilities, intersection improvements, parking modifications, and replacement of aging underground utilities.

BSC provided surveying, stormwater management, right-of-way, and environmental permitting services to help advance the project from design through implementation. Our team designed a new drainage system sized for future storm events and incorporated eight bioretention areas to improve water quality and long-term resilience. BSC also completed the existing conditions survey, prepared the right-of-way plans, and guided the project’s Massachusetts Environmental Policy Act (MEPA) review by preparing the Expanded Environmental Notification Form (EENF) and Rollover Environmental Impact Report (EIR). We evaluated Environmental Justice considerations and supported public outreach efforts that helped move the project through environmental review.
