BSC Group is pleased to announce that Sam Offei-Addo, PE, PTOE, Vice President and Transportation Engineering Team Lead, has been named Chair of the firm’s Board of Directors.
A long-time BSC leader and trusted advisor, Sam brings a balanced perspective shaped by nearly four decades of experience in transportation engineering and project management.
In this role, he will help guide the Board’s work in advancing BSC’s strategic vision, ensuring alignment with the firm’s mission, values, and collaborative culture.
Sam’s appointment reinforces BSC’s commitment to strong governance and strategic alignment between the Board and executive leadership. As Chair, he will help ensure the Board continues to guide the firm’s long-term vision, fostering innovation, accountability, and sustainable growth.
His appointment also reflects BSC’s evolution as an employee-owned firm guided by a strong governance model and a shared vision for long-term success. The Board serves as a bridge between strategy and execution, ensuring collaboration and accountability across the firm.
An Experienced Transportation Engineer and Trusted Leader
Throughout his career, Sam has advanced practical, forward-thinking solutions for communities across Massachusetts and beyond. His work in the field of transportation engineering spans traffic signals, pavement marking and signage design, traffic operations modeling, traffic impact studies, and multimodal transportation planning. As both a Professional Engineer (PE) and a Professional Traffic Operations Engineer (PTOE), he brings a strong technical foundation and a results-driven mindset to every project.
Sam holds an MS in Civil (Transportation) Engineering from the University of Massachusetts, Amherst and a BS in Civil Engineering from the University of Science and Technology in Ghana. He is licensed in Massachusetts and Connecticut, where he has led numerous public and private infrastructure initiatives.
