BSC provided integrated civil/site engineering, transportation planning, permitting, and surveying services for the Hartford 21 mixed-use development, as part of the redevelopment of the Hartford Civic Center. The urban renewal project replaced a former retail mall with a 36-story, 262-unit condominium, as well as a 71,400 sf retail center and 39,000 sf of office space. BSC contributed to complex construction phasing, adherence to the City’s Downtown Plan of Development, preparation of complicated public/private partnership documents, and navigated the multi-levels of complex local, state, and federal approvals. In support of the redevelopment effort BSC also provided traffic engineering services, considering parking requirements, pedestrian circulation, traffic impacts, public transportation, and conformity with the Hartford Downtown Development Plan.
