Massachusetts Department of Public Health Tower Building Renovation

The Massachusetts Department of Public Health Tower Building renovation at the William A. Hinton State Laboratory Institute involved a 208,000 GSF phased upgrade of an occupied eight-story laboratory and office facility. The project included comprehensive modernization of specialized MEP systems, laboratories, and office spaces while maintaining continuous 24/7 operations. The facility supports state bureaus responsible for epidemiologic investigation, disease prevention, testing, and screening, including critical testing for rabies, arboviruses, and bioterrorism agents.

BSC provided site and interior building control in support of Whiting-Turner within a complex phased construction schedule. Services included laser scanning, column line layout for new MEP risers, finished floor elevation verification across 12 levels, exterior vertical chase control, and rooftop cooling tower elevation surveys supporting structural analysis of the boiler plant.

BSC also conducted weekly and later daily deformation and crack monitoring for a deteriorated structural column requiring reconstruction, along with as-built surveys supporting ADA compliance improvements. The team’s rapid response and technical precision supported successful construction within an active, highly sensitive public health facility.
