MassDOT Highway Resilience Improvement Plan

As part of a multi-year resilience on-call contract for MassDOT, BSC served on a two-firm team to develop the Massachusetts Department of Transportation (MassDOT) Highway Division’s Resilience Improvement Plan (RIP). The RIP outlines a systematic approach to strengthening surface transportation system resilience and provides a roadmap for advancing resilience through near-term actions and long-range planning and investment.

The plan is informed by state and federal legislation and executive orders, risk-based assessments of current and future climate vulnerabilities, and MassDOT’s ongoing resilience-focused initiatives. It documents how MassDOT is integrating resilience into project initiation, development, and design; maintaining a state of good repair; improving preparedness and response to extreme weather; and coordinating with local, regional, state, and federal partners.

Following FHWA’s approval, the RIP enabled MassDOT to access PROTECT program funding for resilience projects with a 90 percent federal cost share.

The MassDOT Highway Resilience Improvement Plan earned the 2025 Engineering Excellence Bronze Award from the American Council of Engineering Companies of Massachusetts.
