ResilientMass Metrics
BSC was retained by the Massachusetts Executive Office of Energy and Environmental Affairs (EEA) to develop a statewide climate resilience metrics framework and associated metrics, with a focus on environmental justice and equity. The framework establishes resilience goals and measures progress toward environmental, social, physical, and economic resilience across the Commonwealth.
The project incorporated priorities identified in the 2023 ResilientMass Plan and supports ongoing evaluation of climate resilience initiatives, including ResilientMass and the Municipal Vulnerability Preparedness (MVP) Program, while helping inform future funding decisions.
Through extensive agency and stakeholder engagement, and with our subconsultants, BSC developed a climate resilience metrics framework, recommended metrics and implementation strategies, baseline benchmarking data, and guidance for integrating the framework into future state programs and strategic plans.
