Municipal Vulnerability Preparedness (MVP) Planning Grant 2.0

BSC assisted the Massachusetts Executive Office of Energy and Environmental Affairs (EOEEA) in updating the Municipal Vulnerability Preparedness (MVP) planning grant program. This multi-consultant effort revised the planning process to better support cities and towns in identifying climate resilience priorities and advancing implementation, with a stronger emphasis on equity.

BSC’s role focused on the development of tools and resources to support grantees success completing the revised process. This included GEAR (Guides for Equitable and Actionable Resilience), an interactive online tool that helps communities explore the intersection of climate hazards (e.g., heat) and community systems (e.g., housing). GEAR provides guided questions, case studies, and action-oriented considerations to support local planning. BSC defined technical business requirements, created tool content, and custom software development.

BSC also developed video-based trainings, in collaboration with project partners.  including script development. BSC prepared scripts, supported interviews, and partnered with a production team to deliver engaging training materials.
