BSC Group Project Approved for FEMA Grant

Working with the Town of Spencer, Project Manager Dominic Rinaldi, PE, LEED AP has helped to secure a Hazard Mitigation Grant Program (HMGP) grant for the North Spencer Road Flood Hazard Improvement Project. BSC Group was hired by the Town of Spencer Utilities and Facilities Office to provide consulting services for drainage improvements and Conservation Commission permitting on a portion of North Spencer Road (Route 31) in Spencer, Massachusetts, which led to the development of the grant application.

The grant, totaling $84,308 in federal funds, provides states and local governments money to implement long-term hazard mitigation measures after a major disaster declaration. According to FEMA’s website, the purpose of HMGP is to reduce the loss of life and property due to natural disasters and to enable mitigation measures to be implemented during the immediate recovery from a disaster.

Services provided by BSC have included preparation of construction plans and technical specifications for the drainage improvements, preparation and submittal of Conservation Commission permit documents, limited construction support services, and preparation of support documentation for the grant application. Support services for the grant application included preparing construction schedules, construction cost estimates, and the Benefit Cost Analysis (BCA) using FEMA’s proprietary BCA software.
