Tabitha is an AICP-certified planner with over 17 years of combined public-sector experience, with expertise in Connecticut, Massachusetts, and Rhode Island regulations. Tabitha’s experience includes leading municipal and state planning initiatives involving land use and zoning, development review, capital and infrastructure planning, parks and public realm projects, community engagement, and coordination with boards, elected officials, and state agencies. She has also managed multidisciplinary teams, budgets, and regulatory compliance for complex projects, advanced climate resilience and sustainability initiatives, and secured and administered state and federal funding to move plans into implementation.

“I find BSC inspiring for its inclusive culture and its holistic approach to design thinking — integrating planning, landscape architecture, engineering, and community voices to create thoughtful, durable solutions. I’m excited to contribute my public-sector experience to a firm that values collaboration, equity, and design excellence.”
Outside of work, Tabitha is part of the leadership team for the Rhode Island Chapter of the New England Mountain Bike Association (RINEMBA), where she leads inclusive rides and clinics for women and LGBTQ+ individuals and helps build trails through grant writing, fundraising, and community partnerships.
