Theresa leads BSC Group’s Ecological Services practice, bringing nearly two decades of experience in wetlands ecology and environmental permitting to support utility projects throughout the Northeast. A seasoned project manager and ecological strategist, Theresa specializes in regulatory compliance, multi-agency permitting coordination, and environmental oversight during construction, ensuring that development goals align with environmental protection standards.

Melissa Kaplan, Licensing & Permitting Team Lead
Melissa brings extensive expertise in wetland science, endangered species assessments, habitat restoration, and complex multi-jurisdictional permitting throughout New England. She partners with clients in the utilities, renewable energy, transportation, and municipal sectors, streamlining permitting processes and reducing regulatory risk. Her leadership and technical insight support projects from early feasibility through final agency approvals, ensuring compliance while advancing project goals.
